The Doing Business project is an annual publication of the World Bank, one of the four flagship publications of the World Bank Group that benchmarks business regulations in 189 economies worldwide. The Paying Taxes indicator, which measures the taxes and mandatory contributions that a standardized case study firm pays in its second year of operation, is one of the 11 indicator sets published by the Doing Business report:

• Starting a business
• Dealing with construction permits
• Getting electricity
• Registering property
• Getting credit
• Protecting minority investors
• Paying taxes
• Trading across borders
• Enforcing contracts
• Resolving insolvency
• Labor market regulation.

Doing Business 2016 report covered changes in 2014/2015. DB2016 rank of Serbia was 59 out of 189 countries, which represents increase of 32 positions.

World Bank singled out the following changes as the most significant for Paying taxes indicator in Serbia:

• Serbia made paying taxes easier for companies in 2014 by introducing an electronic system for filing and paying VAT and social security contributions as well as by abolishing the urban land usage fee.
• On the other hand, Serbia increased the property tax and environmental tax rates.
