The progress was also made in the Paying taxes, where Serbia moved up from 98^th to 78^th position.

The report on business conditions covers eleven areas in which procedures to be taken, time and costs are monitored:

1. starting a business
2. construction permits,
3. getting electricity,
4. registering property,
5. getting credit,
6. protecting minority investors,
7. paying taxes,
8. trading across borders,
9. enforcing contracts,
10. resolving insolvency and
11. labor law.

Serbia has made progress in six areas - starting a business, issuing construction permits, paying taxes, trading across borders, registering property and resolving insolvency.
